This is my first time trying Chrome and I can't access localhost, 127.0.0.1 or any other local domain I have setup from within Chrome 29.0.1547.66. They all work fine in Firefox and Internet Explorer, and have for years.
Nothing happens at all in Chrome when I try to load one of these pages. Loading icon just spins indefinitely.
What's up with Chrome?

I finally found a solution to this. Go to chrome://flags and set 'Built-in Asynchronous DNS' to 'Disabled', then restart the browser.
This allows all local domains to be accessed. Looks like DNS was just choking up the issue.

My problem came from having a .dev domain, which was apparently recently registered as a [generic top-level-domain] and put in a commit to Chrome Canary. I found this out from a recent post I came across as I searched for my problem.
If you have the same problem I do, it appears that the best solution is to change your domain to be something other than .dev. The article suggested .test with a potential solution of .localhost later down the road (via this proposal).

The solution is this one. Go to chrome Settings -> Advances settings -> Privacy
And uncheck all options except this: 'Protect you and your device from dangerous sites'

@sparrow had the right answer for me, but it was buried in the comments. I am hoping this helps someone else. @EcomEvo mentioned going to chrome://flags and looking for the 'Built-in Asynchronous DNS'. Since his answer is old, that is no longer an option in Chrome. However, I just did what @sparrow did. Under 'chrome://flags', I just chose 'Reset all settings to default' and it started working again.

Just add the Port number:
Problem solved: http://app.localhost:8000/
Port number will vary based on what you use, XAMPP, APACHE, NGINX, Homestead.
I use Homestead.

I cannot access a specific website and subsequent pages ( ghostrecononline.com ) I have checked the websites status( http://www.downforeveryoneorjustme.com/ghostrecononline.com )and it is up for everyone, but me. I get 'Error code: ERR_CONNECTION_RESET' every time.
My brother's laptop (using the same network, in the next room) is able to access the website, so it isn't my ISP.
I've tried all the 'solutions' in the support page for errors.
Scanned for malware/spyware.
Scanned for viruses.
Defragged.
Flushed DNS.
Reset modem.
Checked cables for wireless connector.
Restarted computer.
Uninstalled chrome / re-installed chrome.
Checked firewall (Deleted then re-allowed chrome.exe)
Also turned off firewall / any protection.
Every other website I access works, all but GRO.com and any pages within, including GRO forums.

I tried to connect weibo (a large commercial website so their server is working and I'm not web scraping it).
The url I tested is 'http://weibo.com/3099834425' (a random guy's personal profile page, so my browsers didn't memorise this address).
Here is what I tried:
- Open this url in Chrome. It gives the error code 'ERR_CONNECTION_REFUSED', saying 'This site can’t be reached, weibo.com refused to connect.'.
- Add 'www.' prefix manually, it'll work perfectly fine, displaying the right profile page.
- Clear Chrome's Cookies and open this url again. It still fails.
- Open this url in Safari. It also fails.
- Paste the link in Safari's address bar. In some tabs it fails, showing 'Safari Can't Connect to the Server'; in other tabs it succeeds, adding the 'www.' prefix automatically and showing the actual page.
- Delete Weibo's Cookies on Safari. Open this link and still fails.
God hand pc download. Is this a redirection problem or a address bar automatic completion problem? Is this problem on browser configuration's side or on weibo's side? How could I fix it?

Finally I realized my system's host file has been changed.
Getting the ERR_CONNECTION_REFUSED code in Chrome means you haven't reached your target server. The system host file can make the browser bypasses DNS servers and uses the IP address provided by it directly.
In my case, the host file configuration is '127.0.0.1 weibo.com'. The browser sends a request URL as 'http://weibo.com/' and this domain name is resolved as '127.0.0.1'. Since I'm not running a local server, this IP address couldn't be reached.
Chrome Connection Was Interrupted Error
Solution is deleting this line in the host file.
